In a modern society where superpowers known as Quirks are heavily monitored and hero work is strictly reserved for licensed celebrities, college student Koichi Haimawari uses his modest gliding ability to perform mundane neighborhood deeds like picking up litter. Koichi's quiet life takes a violent turn when he rescues busker Pop Step from street thugs and crosses paths with Knuckleduster, an imposing quirkless brawler who operates outside the law. Recognizing Koichi's genuine heroic instinct, Knuckleduster recruits him into unlicensed vigilante work. Operating from the dark back alleys of Naruhata, the trio investigates the proliferation of Trigger, a dangerous black-market drug that transforms ordinary citizens into rampaging instant villains.
