Kai Ashimoto is a sullen middle school student living in the decaying fishing town of Hinashi, passing his days composing electronic music in isolation. When his classmates Kunio and Yuho discover his tracks, they invite him to join their rock band, SEIRÈN. During a rehearsal session on Mermaid Island, Kai's music awakens Lu, a joyful mermaid girl who transforms her fins into legs whenever she hears upbeat music. Lu joins their jam sessions, captivating the teenagers with her infectious laughter. However, deep-seated local superstitions regarding man-eating merfolk soon threaten to tear the town apart.

Greedy town elders capture Lu's father to exploit the merfolk for tourism, provoking a catastrophic flood as the cursed cliff tomb collapses. Sunlight threatens to incinerate the merfolk, but Lu and her father race into danger to save the drowning villagers from the rushing waters. Kai grabs his melodica and sings from his heart, guiding Lu through the floodwaters. The rescued townsfolk shed their centuries-old prejudice and shield the merfolk with parasols. Lu and the merfolk retreat to open ocean, having healed Kai's depression and reconciled his fractured family before sunrise.
