Story

Synopsis

Operating under the jurisdiction of Chief Daisuke Aramaki, Major Motoko Kusanagi works to assemble an independent tactical cyber-crime unit. Her recruitment efforts are interrupted when an armed military convoy transport carrying a deceased general's cyberbrain is violently ambushed by former military officers in downtown Newport City. Former special forces sniper Batou, robotic maintenance specialist Ishikawa, and cyber-commando Borma are suspected of staging an insurrection. Motoko discovers that a rogue intelligence officer named Colonel Soga is hacking the city's traffic grid and military drones to clear his name regarding wartime atrocities in the Harimada Republic.

Colonel Soga uses Pandora, a hidden memory-suppression program, to access the defense ministry's classified servers and broadcast evidence proving that the military government framed his unit for executing refugees. However, Motoko deduces that Soga's memories were digitally tampered with by the Pandora virus, making him an unwitting pawn in an illegal military coup. Teaming up with Batou, Motoko eliminates the rogue combat drones and extracts the viral data from Soga's cyberbrain before he can self-destruct. Impressed by Motoko's tactical brilliance, Batou, Ishikawa, and Borma agree to join Section 9.
