Story

Synopsis

In Tokyo Bay, a string of bizarre, catastrophic accidents destroys commercial industrial Labors, leaving mutilated wreckage in the murky waters. Veteran detective Kusumi and his younger, ambitious partner Hata are assigned to investigate the inexplicable incidents. As their inquiries uncover covert military genetic research and bureaucratic state cover-ups involving an escaped mutagenic organism dubbed Wasted Thirteen, Hata discovers a heartbreaking connection between the rampaging beast and the grief-stricken female scientist he loves. When the bio-weapon breaches containment, police detectives coordinate with Special Vehicle Division 2 to lure the monster into a decisive waterfront showdown.
