Story

Synopsis

In the winter of 2028, amidst massive political demonstrations protesting the commercialization of cybernetic water technologies, a catastrophic cyber-terrorist attack erupts during an international trade summit in Newport City. Autonomous cybernetic security androids open fire on civilian protestors, claiming hundreds of casualties. Major Motoko Kusanagi is tasked by Chief Aramaki to neutralize the crisis, leading to the discovery of the Fire-Starter computer virus, a malicious code capable of falsifying human memories and overwriting prosthetic brains. As government departments scapegoat one another, Motoko realizes she must assemble an independent tactical unit.

Motoko traces the Fire-Starter outbreak to Emma Tsuda, a teenage cyber-prodigy whose consciousness was weaponized by corrupt military contractors. Emma had merged her ghost with an autonomous tank to enact vengeance against the government. Motoko dives into Emma's cyberbrain, engaging in a fierce virtual battle to prevent the weapon from detonating a tactical missile over the metropolis. With the crisis neutralized, Motoko officially recruits Batou, Togusa, Ishikawa, Saito, Pazu, and Borma under Aramaki's Public Security Section 9, formally establishing the legendary counter-cyberterrorist team that defines the franchise.
