Serving as the theatrical compilation of the original eleven-episode television masterpiece directed by Kenji Kamiyama, this film recaps the extraordinary mystery of Akira Takizawa through the reflective perspective of college student Saki Morimi. While on a graduation trip to Washington D.C., Saki encounters Takizawa standing naked outside the White House, holding a customized Nobesse Oblige smartphone loaded with ten billion yen. Branded a Selecao player by the mysterious entity Mr. Outside, Takizawa returns to Japan, navigating terrorist missile strikes, societal apathy, and rival players to save his country from economic collapse.

The compilation integrates original prologue scenes and enhanced dialogue framing Takizawa's grand gamble to mobilize Japan's disenfranchised NEET youth. When rival Selecao member Daiju Mononobe launches sixty cruise missiles targeting Tokyo, Takizawa coordinates with the Eden of the East college networking club, using his remaining billions to intercept the missiles safely in the sky. To protect his comrades, Takizawa uses his final command to declare himself King of Japan, purposefully erasing his own memories once again and disappearing abroad to prepare for his final showdown with Mr. Outside.
