Deep in the snow-blanketed mountains of Nagano Prefecture, Inspector Kansuke Yamato, Yui Uehara, and Inspector Takaaki Morofushi investigate a cold case assassination linked to Kansuke's tragic past accident in a devastating avalanche. When a high-precision sniper ambush rocks the prefectural police headquarters, Conan Edogawa joins the investigation, suspecting that an elusive criminal syndicate has resurfaced to eliminate law enforcement witnesses. As blizzard conditions sever mountain highways and communication towers, the detectives must decode historical military tactical scrolls to predict the syndicate's next assassination target before more casualties occur.

Conan and Takaaki deduce that the rogue sniper faction seeks revenge for an undercover sting operation conducted years earlier that cost Kansuke his left eye and leg. Anticipating the syndicate's plan to assassinate the police commissioner on the summit cable car, Kansuke confronts the master sniper atop a frozen cliff. Amidst a blinding snowstorm, Kansuke disarms the shooter with precision marksmanship, while Conan triggers a controlled avalanche to neutralize the remaining mercenary squad, vindicating the fallen officers and closing Kansuke's painful past with profound closure.
