Private detective Ryo Saeba and his partner Kaori Makimura attend the grand opening gala of the luxurious Bay City Hotel, situated on a modern reclaimed artificial island in Tokyo Bay. While Ryo sneaks around attempting to pick up glamorous party guests, the entire waterfront complex is seized by an armed foreign paramilitary force led by General Gilliam, the deposed dictator of the fictional South American nation of Costaguenia. Gilliam takes hundreds of wealthy socialites hostage, barricades the hotel, and uses the island's advanced supercomputer to seize control of American nuclear missile silos.

Ryo allies with mercenary Umibozu, launching an assault against General Gilliam's command bunker. As Gilliam initiates the countdown sequence to launch intercontinental ballistic missiles at the United States, Kaori and Miki dismantle the secondary guard units. Ryo confronts Gilliam in the penthouse suite, disarming the general with a precision bullet to his wrist before the launch codes can transmit. Gilliam activates the complex's self-destruct mechanism, but Ryo, Kaori, and Umibozu blast their way through the perimeter, escaping by boat just as the ocean resort erupts into flames.
