Story

Synopsis

In the year 2116, the Japanese government begins exporting the Sibyl System's algorithmic surveillance technology to foreign nations, establishing an experimental oceanic city named Shambala Float within the war-ravaged Southeast Asia Union. When armed SEAUn infiltrators stage an audacious terrorist assault on Tokyo, Inspector Akane Tsunemori receives photographic evidence suggesting that former Public Safety Bureau Enforcer Shinya Kougami is leading the foreign guerilla insurgency. Determined to confirm the truth and avoid unnecessary bloodshed, Akane travels overseas to Shambala Float to conduct a high-risk independent investigation amidst ruthless mercenary warlords.

Akane locates Kougami and learns he is merely training local guerillas fighting against military tyrant Nicholas Wong, who uses Sibyl collar devices to execute citizens with elevated Crime Coefficients. Wong hires mercenary Desmond Rutaganda to execute Akane and Kougami. Division One Enforcers Ginoza and Sugo stage an armed airborne rescue, eliminating Rutaganda's squad in brutal close-quarters combat. Akane confronts SEAUn Chairman Han, discovering he is an android proxy operated by Sibyl brains, and compels the collective intelligence to hold free democratic elections rather than impose totalitarian dictatorship.
